People, Performance, Progress: How DCL Builds the Right Team for Every Mission
HR offices are being asked to modernize with the same people who run day-to-day operations. Here is what DCL is focused on this fall, how we team, and our new professional development contract with Alief ISD.
Across school districts and state and federal agencies, HR offices are being asked to modernize pay, classification, and workforce data with the same staff who keep payroll running, positions filled, and daily operations on track. Something has to give, and too often it is the modernization.
The answer is not a bigger vendor. It is the right mix of expertise, assembled for the specific mission, and a partner who stays accountable for the result.
What DCL Is Focused On Right Now
Buyers are asking us about five practice areas: HR and workforce transformation, AI modernization that runs in production, Agile and SAFe, organizational redesign, and federal modernization. This fall, that work spans federal civilian and defense organizations, Virginia and Maryland state agencies, and K-12 school districts.
Our focus comes from practice, not theory. DCL founder and CEO Jerome D. Dummars led enterprise HR strategy and systems for more than one million Army personnel, including an Army HR and payroll redesign that modernized 129 critical processes.
DCL is a Service-Disabled Veteran-Owned Small Business (SDVOSB), Virginia SWaM certified, a Maryland VSBE and SBR, a Small Disadvantaged Business (SDB), and a Minority Business Enterprise (MBE).
How We Team: The Right Bench for Each Mission
DCL leads as prime, or supports primes as an SDVOSB/VSBE subcontractor. Either way, we add specialists only where the work calls for them.
Our bench covers instructional design and course development, leadership coaching and facilitation, and senior advisors with Department of State and USDA experience. On the technology side, DCL holds authorized reseller relationships with Dell (federal and commercial), Microsoft Surface, and ViewSonic, with distribution through TD SYNNEX. DCL works alongside the platforms our clients already rely on.
For prime contractors, DCL brings set-aside credit, compliance-ready flow-downs, and a principal who stays accountable for delivery.
Supporting Alief ISD: Professional Development for Texas Educators
Alief Independent School District has awarded DCL a Professional Development Services discount vendor contract, running through July 31, 2028.
For the district, that means campus and department leaders can request DCL services by quote as needs arise, without a new solicitation.
DCL brings leadership development, supervisor and HR training, change management, team effectiveness, and practical AI literacy for staff. Our development is practitioner-led, from a team that built career development frameworks for more than 300 federal civilians, and backed by SHRM-SCP, SAFe, and Lean Six Sigma credentials.
What This Means for Your Organization
Whether you lead a district HR office, buy for a state agency, or are building a team as a prime contractor, here is what you can count on from DCL:
- Practitioner-led, not theoretical. The people who guide your work have run HR, payroll, and workforce systems at enterprise scale.
- Right-sized teams, no bench padding. We staff for the mission in front of us, and add specialists only when the work calls for them.
- Set-aside credit that counts. Our SDVOSB, VSBE, SWaM, SDB, and MBE status counts toward your small-business and supplier-diversity goals.
“We don't bring a big team. We bring the right one, and we stay accountable for the result.”
DCL is now booking 15-minute capability briefings for spring planning cycles.
