Business Continuity / Disaster Recovery Specialist

DCL seeks a continuity professional to develop and test the Emergency Preparedness and Business Continuity Plan for a Maryland statewide program. State approval of the plan is a condition for the program beginning full operations, so this role has an immediate, visible impact during transition-in.

Hybrid — Baltimore, MD area (within 50 miles of downtown Baltimore)

W-2 part-time or 1099
Pay range
$53.00–$65.00 per hour, based on experience and certifications
Schedule
About 20 hrs/week during the 4-month transition-in, then about 4 hrs/week for annual plan updates and testing
Start
Contingent upon contract award (anticipated spring 2027)

This position is contingent upon contract award to DCL’s prime contractor partner and execution of DCL’s subcontract. Anticipated start is spring 2027 (subject to the State’s award timeline), beginning with a four-month transition-in period.

Key responsibilities

  • Develop the Emergency Preparedness and Business Continuity Plan covering case management, provider payment administration, IVR/call center, and document management operations.
  • Conduct business impact analysis and define recovery time and recovery point objectives with system owners.
  • Plan and run disaster recovery and tabletop exercises; document results and corrective actions.
  • Support transition-in cutover resilience planning and update the plan annually or after significant change.

Required qualifications

  • 4+ years of business continuity or disaster recovery planning experience.
  • CBCP, MBCP, CBCI, or equivalent continuity certification.
  • Experience writing and testing continuity plans for IT-dependent operations.
  • Authorized to work in the United States; all work must be performed within the continental United States.
  • Ability to pass a background check and to complete required State of Maryland security and privacy training and confidentiality agreements before accessing program systems or data.

Preferred qualifications

  • Experience with call center or high-volume public-facing operations.
  • Experience in government or regulated environments.
