Administrative Assitant (Cont)


DCL is looking for an Administrative Assitant to support and assist the USVI RRC team. This candidate will provide functional support to replace or supplement government military personnel in various activities associated with the operation of VING Recruiting and Retention Battalion (RRBN) and assist in the development of solutions that meet clients’ expectations.



Saint Croix, USVI


  • Attends and participates in scheduled meetings assigned by the RRBN Staff

  • Prepares recommendations to upper management concerning human resources issues and concerns.

  • Remains in full compliance with HIPAA laws and accreditation requirements

  • Assist in the interpretation and utilization of reports and information provided; aid functional areas in identifying areas of record documentation and procedures that can be streamlined, combined or improved and initiate methods to operate under the new or revised system.

  • Perform the duties as the Inter-State transfer coordinator for assigned personnel.

  • Prepare and send correspondence, ensuring compliance with current regulations, policies and directives.

  • Serve as subject matter expert on administrative policies and procedures.

  • Review all outgoing correspondence for completeness, grammatical accuracy, spelling, punctuation, and conformance with current policies and regulations.

  • Maintain office files in accordance with applicable regulations and ensure the timely response to suspense actions.

  • Receive incoming mail and make proper distribution.

  • Prepare and distribute required forms and documents as directed by the Recruiting and Retention Commander (RRC) (e.g. DD Form 1610, DA Form 31, and DD Form 1351-2).

  • Maintain personnel and financial data records for members of the Recruiting and Retention Force (RRF).

  • Prepare presentations, briefings and administrative reports as directed by the RRC

  • Assist in resolving pay problems involving members of the RRF.

  • Manage and maintain the RRCs schedule and master calendar.


Skills and Knowledge:

  1. 2-3 years demonstrated experience in human resources.

  2. Proven ability to manage multiple priorities and managing shifting priorities.

  3. Previous military experience preferred.

  4. Working knowledge of policies and procedures IAW AR 25-50.

  5. Proficient in Microsoft applications.

  6. Familiarity with Virgin Island National Guard policies, protocols and procedures.

  7. Excellent written and verbal communications skills.

  8. Effective leadership and interpersonal skills.

  9. Positive and pleasant attitude, and excellent “people” skills.

  10. Excellent organizational skills.

  11. STRONG confidentially skills.

  12. Able to work un-supervised, will run office at times without manager present.

  13. Able to travel domestically and internationally if required for contract.

Security Clearance:  National Agency Check with Inquiries (NACI) or an equivalent or higher investigation
